He was the first Secretary of the Supreme Council of Cyberspace and Head of the National Cyberspace Center from May 26, 2012, to September 21, 2013. On March 7, 2012, he was appointed by order of Seyyed Ali Khamenei as one of the council's real members. He was one of the officials responsible for the "Legal VPN Plan" and continues to serve as a real member of this council.
