While in Parliament, Sobhanifar was a supervising member of the Committee for Determining Instances of Criminal Content (Filtering Committee). He was also the head of the parliament's cyberspace working group. He is one of those who outwardly oppose filtering but defend smart filtering.

In 2014, when WhatsApp was filtered, Sobhanifar announced the filtering of this messenger as a resolution of the members of the working group for determining instances of criminal content and claimed that "there have been talks in the past about replacing foreign social networks with national ones in the working group, and currently the Ministry of Information and Communications Technology, with the help of other agencies, is trying to soon provide people with several social networks with better services and local functionality, so that they can be used instead of networks like WhatsApp."
