The Tebyan Institute operates under the supervision of the Islamic Propagation Organization, which is one of the organizations controlled by the Supreme Leader. The head of this organization is directly appointed by Iran’s Supreme Leader. The organization itself was established to implement parts of the Supreme Leader’s speeches regarding the use of cyberspace.

The board members of this organization are also active figures in the field of communications in Iran, and outside of Tebyan, each is a member of companies that actively work in infrastructure, software, content production, and other areas of cyberspace.

Among these figures is Komeil Khoshghesteh Bagherzadeh, son of Hassan Khoshghesteh, a former senior manager in IRIB, and brother-in-law of Iran’s Supreme Leader. Komeil Khoshghesteh Bagherzadeh is currently the director of this institute.
