Douran Group

Douran Data Processing Company is known as one of the technical contractors involved in internet filtering in Iran. In addition to filtering, it collaborates with the Judiciary of the Islamic Republic and the Islamic Revolutionary Guard Corps (IRGC) in areas such as image analysis and facial recognition. Douran’s involvement in restricting Iranian users' internet access dates back to the 2009 presidential election.

As mentioned, leaked emails from the Judiciary referred to Douran as a filtering contractor. Additionally, Douran has signed contracts with mobile operators and internet service providers—including Hamrah Aval, Irancell, the Telecommunication Company of Iran, the Infrastructure Company, the Institute for Research in Fundamental Sciences (IPM), Rightel, and others—for filtering equipment. In these contracts, filtering is often referred to with terms like "protection" or "purification."
