Islamic Consultative Assembly

The Islamic Consultative Assembly (Parliament of Iran) plays a significant role in legalizing and legitimizing the government's repressive actions in cyberspace. This role is fulfilled through the enactment of restrictive laws, support for security and intelligence agencies, and silence or complicity in the face of widespread censorship and internet shutdowns.

The most notable example is the "User Protection Bill," proposed by several lawmakers. Widely known as the "Protection Plan," it grants broad powers to state and security institutions to filter and control social media platforms, restrict access to the global internet, and force tech companies to cooperate with the Iranian government.

During nationwide protests, when the government has cut or severely limited internet access, the parliament has typically supported the action or remained silent rather than opposing it.
