Jafar Khoroshad is an active figure in the field of domestic messengers. He is among the managers who believe that the government should support domestic platforms. He has maintained this position at various conferences. At the same time, Khoroshad believed that the government did not provide good technical service for Soroush.

At the time of the formation of the Soroush messenger in 2015 and the investment by IRIB (Islamic Republic of Iran Broadcasting) in it in 2016, Khoroshad was the chairman of the board of the company that created this messenger. During Khoroshad's management, the Soroush messenger was the first to be able to receive a 5 billion toman loan specifically for native messengers in order to remain competitive with Telegram and other foreign platforms; a goal that was never achieved.

In February 2018, one month after the nationwide protests of December 2017 in the country, in explaining the necessity of supporting the Soroush messenger, Khoroshad considered the use of foreign messengers to "cause security problems as well as the outflow of people's information from the country." In an interview with the Young Journalists Club, he had declared "the government's inability to monitor the content of these networks" as one of the main problems of foreign messengers. According to Khoroshad, "the recent riots in the country caused these problems to become more apparent and the country's officials to look for a fundamental solution to solve this problem."

In mid-April 2018, during Khoroshad's tenure, the shares of Soroush Rasaneh Company, a technical company affiliated with the IRIB's pension fund, were transferred to the Jam-e Jam cultural and media conglomerate, and the Soroush messenger was officially placed under the supervision of the Jam-e Jam collection. Ultimately, in March 2020, the Soroush messenger was put up for auction by IRIB. During this period, Khoroshad had given his place in the Soroush Media Technology Development Company to Morteza Rahimi and was only active as the chairman of the board of this company.
