Hesam Armandehi, founder of the Cafe Bazaar and Divar platforms, is considered one of the main beneficiaries of internet filtering policies in Iran. He recently protested a letter from the IRGC Intelligence Organization regarding Divar's presence on the stock exchange and his own disqualification, and has explicitly stated his opposition to entering the Tehran Stock Exchange.

Notably, Armandehi reposted an old correspondence with the Filtering Committee; in this letter, in addition to implementing the order to filter the Imo and BeeTalk apps on Cafe Bazaar, he had requested the committee to apply the same restrictions to similar applications on Myket, IranApps, and even Google Play. This action shows that instead of opposing filtering, he has worked to expand it and eliminate competitors. The Cafe Bazaar platform is also one of the services that gained popularity after Google Play was filtered and this international competitor was removed from access for Iranian users.

This platform has repeatedly faced criticism such as exploiting the filtered environment and offering malicious applications.
